Japan: Emergency Response Provisions Crucial in Top Law to Deal with Major Disasters


It is nothing but political nonfeasance that the Constitution, which sets out how the nation should be governed, does not contain provisions on crisis management in times of emergency.\r\nThe establishment of emergency response provisions to prepare for large-scale disasters has emerged as an important issue for constitutional revision. Prime Minister Shinzo Abe stressed, “It is crucial how the Constitution defines the roles of the state and the people in times of emergency.”

Japan: Aichi Hospital Partners with IT Firm in First for Air Ambulance Training


Aichi Medical University Hospital has partnered with an IT firm to develop software designed to better train air ambulance crews. The software, developed by Nagoya-based Core Corp. Chubu Company, will feature footage of doctors and nurses providing emergency care aboard air ambulances, or “doctor helicopters.”\r\nIt will be filmed using smartphone cameras, with the result shared with other hospitals in Japan that use the rapid-response service.

Japan: Major Quake Drill Held in Saitama to Prepare for the Worst


Saitama: An emergency drill was held here Sept. 1, which is national Disaster Prevention Day, to prepare for an anticipated large-scale earthquake.\r\nNine main local governments in the Tokyo metropolitan area joined forces for the event, which involved closing a part of the Shuto Expressway to “rescue” drivers and other people trapped there in the disaster scenario.

Tokyo: Houses toppling over, fires blazing out of control, trains going off their rails and murky water rushing through the streets, sweeping cars away.\r\nThese are computer-generated images in two videos released by the Japanese government week to prepare its citizens for a major earthquake that could strike Tokyo or Osaka “at any time”.
