Two weeks after the government drew flak for its supposedly slow response in the aftermath of Typhoon Yolanda (Haiyan), a bill was filed at the Senate seeking to create a department that will focus on overseeing humanitarian aid during calamities.
In Senate Bill 1940 filed Thursday, Senator Alan Peter Cayetano proposed an Emergency Response Department, which will assume functions currently being carried out by the National Disaster Risk Reduction and Management Council (NDRRMC) and the Office of Civil Defense. |
