Agency Plans Survey to curtail non-urgent calls for ambulances

An ambulance carries a patient to a hospital in Minami-Sanriku, Miyagi Prefecture. Inundated with millions of calls for ambulances, the Fire and Disaster Management Agency will start a survey to help weed out non-emergency cases, including healthy people simply seeking a free ride.
